<p>The peculiar, but by now a sort of fancy kitsch, the <a href="http://www.eurovision.tv/page/baku-2012">Eurovision</a>contest, is on again. This time in Baku, the not so democratic Republic of Azerbaijan. <em>(Use the link to check out some of the songs. Montenegro has some, well interesting, lyrics.)</em></p>
<p>This has raised some concern over the possible PR, the, no doubt nasty regime, might get. As the same discussion is going on concerning soccer, let me say that I&#8217;m generally reluctant to boycotts, and specifically those carried out by government. Boycotting private companies, as was the case with the hysteria over French wines and nukes some years ago, is both stupid and insulting. And even not boycotting governmental monopolies might be a good idea. If I got clearance, naturally out of the question, to operate freely as a journalist in North Chorea, it would be more than stupid to refuse to use whatever electricity, phone services or lodging there is, on the ground that it&#8217;s run by a communist regime. Hey, everything is. If it&#8217;s running at all, that is.<span id="more-4207"></span></p>
<p>Sometimes, you tend to think twice though. Not about if boycotts are effective, but if they might be justified. To clear way for the Eurovision, the government quite frankly confiscated peoples&#8217; houses, to clear the way for the stage. In this case, with a short notice, the owners were compensated with 50 percent of the <em>&#8220;market value</em>&#8220;. How you calculate such in expropriation I&#8217;ve never understood. The same goes for the worst environmental crimes, regardless of energy source, committed not by energy companies on a free market, but by energy companies working in collusion with the government.</p>
<p>The damage is done. Sadly enough. So not going would probably just make things worse. Try to spread some fresh ideas while there instead! On the other hand, at least one of the finalists had some difficulties in grasping the possible dilemma. Because Baku is in the Caribbeans, is it not?</p>

Again.</p>
<p>In parts of Europe, people have died. Travelling is out of the question, as trains are stranded and the roads are dangerous. How comforting then to be able to enjoy the heating at home, cook  up a warm soup, or even venture outside in solid armour, buy a paper around the corner and escape into an even cosier corner with a hot drink.</p>
<p>That&#8217;s because, regardless of the extreme weather, where I am, energy works. In many places it doesn&#8217;t. As half of the nuclear plants here are down, rivers frozen and &#8211; quite naturally &#8211; all windmills are standing still, it&#8217;s a blessing to be able to, at least partly, trust that different forms of energy will somehow find their way into my hide out.</p>
<p>A private energy market is simply a necessity on days like this.<span id="more-4036"></span></p>
<p>However, be careful not to let someone else pick up that tab. To my surprise, EU Comissioner Hedegaard has issued a warning against the general enthusiasm over bio fuels. <a href="http://www.euractiv.com/climate-environment/eu-climate-chief-calls-care-biofuels-news-510528">Reports Euractiv:</a></p>
<p><em>A draft <a href="http://www.euractiv.com/climate-environment/biodiesels-pollute-crude-oil-leaked-data-show-news-510437">Commission impact assessment</a>, obtained by EurActiv last week, indicates that the greenhouse gas emissions from biofuels such as palm oil, soybean and rapeseed may exceed those of fossil fuels when wider factors are considered.</em></p>
<p><em>This is because tropical forests and wetlands are often cleared to compensate for lands taken to grow biofuels elsewhere, a process known as indirect land use change, or ILUC.</em></p>
<p><em>“Personally, I’ve always been very cautious on biofuels,” Hedegaard told EurActiv in an interview. “It’s great to see the potential in new technologies, but we should take very much care in Europe that we are now not establishing a new big industry that we then &#8211; after some time &#8211; say, wow, that was not so good.”</em></p>
<p>Well worth considering in our cosy corners.</p>

<p><em>&#8220;Environment Minister Ida Auken called for making energy efficiency legally binding, dismissing concerns that weak economies and the eurozone debt crisis would trump the environment in EU policy debates in the months ahead.</em></p>
<p><em>&#8216;It’s not enough to be focusing on the financial crisis right now, and then not look at just as important or just as severe a crisis &#8211; namely the environmental crisis,&#8217;she said at a briefing 12 days before the country&#8217;s EU presidency begins. &#8216;We have all possibilities to keep the environment on the agenda despite the hard times on the economic front.&#8221;</em></p>
<p>It might of course be that also the financial crisis is better handled with as little political intervention as possible, but remember COP 15 in Copenhagen. The presiding country at that time, Sweden, declared it the absolutely most important event during the period, in spite of having to handle the Lisbon treaty, and the host country, Denmark put loads of prestige on the table. Do I need to remind you that all agree it was an &#8211; expensive &#8211; fiasco.</p>
<p>Energy efficiency is better driven by market forces, in spite of the standard charades in Brussels. As for climate policy, admit that it&#8217;s just down to shuffling money in a loop none can get out of.</p>
<p>Meanwhile, Castro on Cuba has also declared his priorities for the next year: <em>Prevent nuclear war and protect the environment.</em></p>
<p>Rather courageous for a dictatorial family that once drew the world closer than ever before, or after, towards a global nuclear war and has spent half a century destroying the environment for its subjects by persecuting, imprisoning and starving them.</p>

<p>It just so happens that I&#8217;m quite allergic. Not as severe as some younger friends, as the hassle tends to diminish with age, but still enough to remain careful. The so called allergy family (all allergies belong to groups, for example sea food, which I have no problems with) is nuts. Along with this comes mould &#8211; also penicillin in it&#8217;s original form &#8211; almonds and certain fruits and berries. And pets. The only thing really lethal is normally nuts. A younger friend never enters a Thai restaurant or leave her home without cortisone in her pocket. I&#8217;ve outgrown pet allergy, and can try different kinds of food, but I will never in my life test one singe nut again. It&#8217;s really not worth it.</p>
<p>Sometimes, however, I get the feeling that the worst threat, at least to my mental well-being, is not the sneezing during springtime, but busy body government. When chocolate bars simply had to list ingredients &#8211; and you also could find some safe brands &#8211; it was easy to pick something suitable. Since some years back, manufacturers are required to point out that virtually every product &#8220;may contain traces of nuts&#8221;. My younger friend naturally does not even look at candy, but for me, it would be nice to be able to make an informed choice. &#8220;May contain&#8221; means that the product is manufactured in an environment where other products, containing nuts, have been produced.</p>
<p>And now they are out to hit on the <a href="http://www.telegraph.co.uk/gardening/beekeeping/8873410/European-court-rules-beekeepers-must-prove-GM-pollen-is-not-an-ingredient-of-honey.html">honey</a>. The European Court that is, eager to put another burden on a struggling line of business.<span id="more-3915"></span></p>
<p>&#8220; <em>Industry experts warned that the “ludicrous” ruling could drive smaller British honey suppliers and beekeepers out of business.&#8221;</em></p>
<p>As long as we can, let&#8217;s put honey in our evening cuppa, or rum. The latter based on sugar by the way.</p>

<p><em>The environment council conclusions, agreed in Luxembourg on 10 October, outline the bloc&#8217;s negotiating position ahead of the next global climate conference in Durban, South Africa, which starts at the end of November.</em></p>

<p><em>&#8216;What&#8217;s the point of keeping something alive if you&#8217;re alone there? There must be more from the 89%, &#8216;EU Environment Commissioner Connie Hedegaard told Reuters.&#8221;</em></p>
<p>Some people might argue that there are more important things for the EU, and the Euro zone in particular, to concentrate on these days, but as every country has an environment portfolio, these people need something to do as well. Non the less, regardless of the alleged commitment, the decision seems to have been a bit shaky.</p>
<p>As for the &#8220;Assigned Amount Unit&#8221;, the very tool to control any emissions, unity seems to be far away, even in the EU. Considering the major players, China, India and the US, A fair guess is that Durban will be another round of hot air. Costly, as always, but not leading to any even more costly treaties.</p>
<p>Just as well. At least we are not experiencing the same amount of hysteria that surrounded the Copenhagen conference. Not yet. May one even hope that this could be the last act in this expensive circus?</p>

<p>This has been a yearly event for ten years now, making lives more difficult.</p>
<p>I don&#8217;t mind any of the suggested alternatives to cars. I walk. I bike. I use public transportation.</p>
<p>What I don&#8217;t like is people walking into me, crazy bikers or waiting for public transportation for an hour.</p>
<p>And I tend to care for those who can&#8217;t do any of this. This morning, I once again met my neighbour. I simply can&#8217;t resist being impressed by the way she gets out of her wheelchair, gets it into the vehicle and drives off. Once, she asked me for help. Normally, never.</p>
<p>I&#8217;d like to meet the cop who will tell her &#8211; or the ambulance driver for that matter &#8211; that she should take the bus.</p>

Polish good sense blocked the ministers from recommending the EU reduce carbon emissions by 80 percent by 2050 which would devastate European economies.  This would hit Poland and similar economies which have not yet recovered from their forced experiment with 20th century socialism particularly hard.</p>
<p>EU climate policy has recently been shown to be rife with <a href="http://cfact.eu/2011/03/11/massive-carbon-fraud-cost-germany-e850-million/">waste, fraud and abuse</a> and the Poles have had enough.  There is a saying in the east that you need to have been occupied by the Russians to learn common sense.  May other nations learn their lesson without having to go to quite so hard a school as Poland did.</p>

<p>Recent weeks have seen uproar in the European Parliament as British, conservative members openly have defied the &#8220;green&#8221; promises from London. Recently, Commissioner Janusz Lewandowsky caused even more havoc, when questioning the entire ideology and scientific basis behind the scare.<a href="http://www.euractiv.com/en/climate-environment/polands-eu-commissioner-surprise-climate-denial-move-news-505869"> Euractiv reports and provides links</a>, with the rather unexpected help from Greenpeace, who provided a translation.<span id="more-3631"></span></p>
<p>Lewandowsky is not anybody. In fact, he was one of the founding fathers of the free Poland after the final liberation in 1989, and as such a hard core free marketeer. He is currently commissioner in charge of the ongoing, and rather chaotic budget process. This has not gone to well so far, but his decision to stick out his neck on an issue that was basically considered untouchable not so long ago, is a sure sign that times have been changing.</p>

<p><em>EU Budget Commissioner Janusz Lewandowski has shocked colleagues by giving an interview in the Polish press questioning global warming, which emerged one day after his home country, Poland, blocked EU attempts to toughen the bloc&#8217;s climate commitments.</em></p>

<p><em>The commissioner also told <a href="http://forsal.pl/artykuly/515514,cele_unijnej_polityki_energetycznej_sa_zbyt_ambitne.html">Novy Przemysl</a>(New Industry) on 21 May that he opposed the EU&#8217;s climate targets and that its policy on phasing out coal plants was a &#8220;disaster&#8221; for Poland.</em></p>
<p><em>News of Lewandowski&#8217;s climate scepticism came a day after Poland prevented the EU&#8217;s Environment Council in Luxembourg from toughening its CO2 emissions targets, just one week before Warsaw takes over the EU&#8217;s rotating presidency on 1 July.</em></p>
<p><em>&#8216;&#8221;The thesis that coal energy is the main cause of global warming is highly questionable,&#8221; the commissioner said. &#8220;Moreover, more and more, there is a question mark put over the whole &#8216;global warming&#8217; as such.&#8217;&#8221;</em></p>

The same goes for governmental organisations, supra national or others, with the addition that it&#8217;s most often difficult even to find out who&#8217;s in charge, what the mandate is, not to mention the plan. Delegates and functionaries, as well as paid scientists seem to be on a constant world tour, with one only goal in common, to grow and find enough solid ground and symbolic conflicts to justify next year&#8217;s tour. The only thing certain is that someone else will have to foot the bill.</p>
<p>So, what to do, when all the old topics have been carefully transferred to &#8211; also growing &#8211; sub organizations? Where&#8217;s the new new mission to pay for next year&#8217;s lunches?</p>
<p>One suggestion from French President Sarkozy is already on the table for the 2012 environmental conference Rio+20. <a href="http://www.euractiv.com/en/sustainability/rio20-dancing-tune-green-economy-linksdossier-502404">Here&#8217;s a good update with links to various documents.</a><span id="more-3459"></span></p>
<p><em>&#8220;The Rio Earth Summit in May 2012 will try to set a global vision on greening the economy, with France leading European calls to establish a brand new World Environmental Organisation (WEO).&#8221;</em></p>
<p>The amount of documentation &#8211; and what will follow during the year &#8211; is more than enough to keep everyone busy, but some of the wordings are already rather intriguing.</p>
<p>Goals first: <em>&#8220;A major goal of the initiative is to address market failures in tackling the environmental fall-out of economic activity (applying the &#8216;polluter pays&#8217; principle or the so-called &#8216;internalisation of externalities&#8217;). It also addresses social goals, such as <a href="http://www.ilo.org/wcmsp5/groups/public/---dgreports/---dcomm/documents/publication/wcms_098503.pdf">jobs</a>, the overall macroeconomic framework and development policy.&#8221;</em></p>
<p>A sub goal in this is said to be the, from an economic perspective more than intriguing, ambition to <em>&#8220;Getting prices right&#8221;</em>. </p>
<p>And the wording: &#8220;<em>The current talks are mainly focused on the establishment of a specialised UN agency for the environment or upgrading the existing UNEP, which lacks the authority to push ambitious policies.&#8221;</em></p>
<p>The <strong><em>authority</em></strong>. Think about the implications for a bit. Where are we really heading?</p>
<p>Is the fear for the secret establishment of a world government really justified?</p>
<p><em>&#8220;To ensure consistency at global level, French President Nicolas Sarkozy has championed the idea of a World Environment Organisation (WEO) that would be responsible for ensuring coherent and effective action across multiple levels of decision-making.&#8221;</em></p>
<p>I rest my case. ET, come pick me up. We are out of here.</p>
